Hmm I would prefer ius.io over webtatic.com any given day, as webtatic.com don't seem to repsect versioning and file namings. Beside IUS is on the list of community approved Repos. (https://wiki.centos.org/AdditionalResources/Repositories)

It continously saying that you dont have permission to access on this server when i type in browser this "http://server-ip/mantis/admin/install.php"

You need to close the <Directory /> , you have to close it before defining the mantis directory. If not, the server doesn't load the checking results.
