Amazing! thanks for the update...
I'm running 11.04 Natty Narwal and every time I do the above instructions without fail it still says 11.10 available. I don't want 11.10 I want 12.04 LTS and it's 4/28 it should be ready to say 12.04 is available. Anyone have any idea as to why that is?
You have to update to 11.10 before you can upgrade to 12.04. Only LTS can jump from LTS to LTS. Every other version is incremental

For "WARNING:root:file 'quantal.tar.gz.gpg' missing" I'm guessing it's because it will try to upgrade to a non-supported release. Try to change
"Prompt=normal"
to "Prompt=lts"
It seem to have helped for me. Installation is not done yet but I got past that first point at least. My guess is this is because it will try to upgrade to the next non-lts version, 12.10 went EOL at May 16 2014, so after this date it is probably not possible to reach the files on their servers.
If your idea is to go to a 'non-LTS' version I think it will be possible as a step after this upgrade to the last LTS as an intermediate step.
