I'm not using pgAdmin so i don't have anything to say about that but with the postgresql instalation there are at least a couple of issues 

1. when creating a DB user , afaik if you specify ENCRYPTED PASSWORD you also need to specify an encrypted password not a clear text password

2. your  first pg_hba.conf line will match all connecting users with password and any database , the other lines will not be evaluated
