I don't know how this is working for you. I'm trying your steps on Mac with CentOS8 Stream latest stable on VirtualBox. It has two network adapters. One NAT and the other one host only. I tried with SeLinux set to permissive and even disabling it. It fails at Grafana authorization: ruby_block[authorize Grafana with GitLab] action run. I tried disabling grafana and even though installation succeeds I end up with 502 Whoops pages. I think something is off with the latest version. I'll try and install the version you used for this post.
