you could find a new api that you dont need to configure on your server, it monitors your server from the its own hosted and reliable bulk sms gateway for the service you like to monitor for sending sms if it goes down you could check here http://www.shreeweb.com/sms-gateway
What do you mean that there is a service right now that can monitor SMS sending, is this in a mobile application platform format? What is the use of monitoring these messages?
