You tested "whatis" on a Debian10 Machine? - I tested it now on several debian10 machine (VM and WSL) with all the same result :)"whatis" is not in the Debian10 package

Whatis command is available on Debian 10 by default, just verified that. You probably did not instaleld the man pages if it's not available. run:

apt install man-db
