    I created a client and added his mail accounts as admin. I manually set limits.
    Then when I login as this client and try to set an email password, quota text field turn to from 2048 MB to -28672 and got a warning says;

    The max space for mailboxes is reached. The max. available space in MB is: -28672
    Mailbox size must be a number.
    Invalid quota value. Allowed values are: 0 for unlimited or numbers > 1

    But as I admin I can edit mailbox fine.
    This is openvz vm. Where is the issue?

    A admin in ispconfig is similar to the root user on linux, quotas do not get applied to him as he is a so called superuser. so what you did is that you simply created a mailbox for this user which is above the limits for this user. the user may use this mailbox but off course if he wents to alter it, he will get restricted to his limits that you had set to him in the client limits.
