Vhosts_ispconfig.conf not updating

The difficulty I am having is with a domain that used to be on the server, but moved away to a different host about a year ago, then came back.

I have set it up again, initially on a different IP address, which worked as long as I put the IP address in my hosts file (but not otherwise). For some reason the DNS kept giving out the old IP address, so I gave up and switched the domain back to the old IP address.

However, for some reason, the Vhosts_ispconfig.conf file is not being updated properly. I can manually edit it (as root) - which is what I have done, but this is not what I want to do! It seems that this file is owned by root - should it be?

This is a Debian perfect server running ISPConfig 2.2.33
