how i can migrate all mailboxes including all configurations to new server?

must i first setup a new server and then migrate, or it is possible to upgrade the current server to latest version?

First make some backups of your E-Mails.
I did several upgrades and updates from debian 7 to 8, to 9, to 10. Don't expect that it all runs flawlessly.
Especially from 7 to 8 there were a lot of changes but it was doable.
Upgrade your distribution then upgrade ispconfig.
A good starting point is the tutorial from Till:

If you need the system always on, this might not be the way to go. Then better use a new server, set it up and use the migration tool.

To use to Migration Toolkit you must have two servers (or two multiserver setups). Both must be running when Migration Tool is doing its job.
So first you must intall a new ISPConfig setup.

And regarding updates, the Debian version between old and new server can be different, so no need to update the old server for the Migration Tool.

@till is the migration toolkit able to switch from courier to dovecot or does this have to be done later? Couldn't find this information.
@iceget I also would recommend the usage of the migration tool. You don't have any downtimes and it is much easier. It costs a little bit (new server and also a little bit for the plugin) but it is absolutely time saving.

I'm not completely sure if you can migrate from courier to dovecot directly as the maildir structure is different. Write an email to migsupport at ispconfig dot org with our question.
