I am using websvn 2.2.1 deployed on Red Hat Linux EE 5.3.
I am facing issue while comparing some of the files with the previous version.
The error message is as mentioned below:

    Unable to call svn command "/usr/bin/svn --non-interactive --config-dir /tmp

Can anybody help me with the solution of this issue??

The same ffile comparision is working fine with other clients (subclipse and tortoise) and the issue seems to be with websvn.

    Thanks in advance

Could be selinux blocking the web server user from running the command, check /var/log/audit/audit.log for details.
