just want some clarification on this:

Do you want me to overwrite/update existing entries with the same name? (y, n):

selecting yes obviously runs through every record again and rewrites it if unchanged, or updates it if changed.
if I select no, does it just skip records that already exist? or does it create new records with new usernames, as with reserved names?

it's just that some stuff, like migrating 14000+ dns records takes ages. and if there's any problem/dropped connection, when restarting it wants to re-do every record, i'd like to skip the ones it's already done if possible.

You should always select yes there. If you select no, then duplöcates with a suffix like _2, _3 and so on get added which is probably not what you want.

There is currently no option to skip records as far as I know. But we added that on our todo list recently.
