I have a Centos 7.7 install with roundcube 1.3.9 and ISP config 3 . I followed the perfect server for 7.4 install steps but I cant find the 2.0 meg limit option anywhere for roundcube. I change the /etc/php.ini and I did the custom config in the control panel per site as some suggested but still shows 2.0 and sticks to it. the php version is 7.2.24 btw.

Which limit precicely? Do you mean maximum size of attachment?
I think you need to change both "upload_max_filesize" and "post_max_size" in the correct php.ini file. Use the PHP info command to find which files your setup uses.
