I had a website listed under /web2/. It had 2 databases created on the options tab. I deleted the site, and everything went into the recycle bin.

Now I have an issue where when I EMPTIED the recycle bin, everything was deleted EXCEPT the databases??? I went back the next day and emptied the recycle bin again - STILL - The databases were NOT deleted?

    Is this normal?

No this is not a normal behaviour.
I don't know why the MySQL database is still in the recycle bin, but maybe you can use phpMyAdmin to check if the database still exists or not.
If it is, maybe you can delete it by using phpMyAdmin.
