I've looked at the tutorials here:
and in the manual for Multiserver setup.

I already have ISPConfig installed and operational on several servers. What I want to do is make one of my servers a Manager of Managers. Have a top level server that can admin and manage the others.

I have added the servers in the way the tutorials recommend. I.E updating the /etc/hosts file on the top level server and the remote to include each other but neither can see the other.

    Some questions arise:
    1. Can the ISPConfig servers 'see' each other if they are on different TLD's?
    2. Can the ISPConfig servers 'see' each other if they are on different IP networks?

I suspect that's where my problem is.

    Thanks in advance.

But the ISPConfig UI should only run on one server, and you surely can't have a master of multiple masters with different clients/webs.

As @Th0m said, there is only one master ISPConfig server, with a managing UI capability and thus there are no other masters.

High availability is, on the other hand, possible for this one master, but that is with a different meaning and approach altogether.
