Do not edit the Vhosts_ispconfig.conf file with webmin as this might corrupt your setup.

To solve the issue, try to restart ispconfig:

    /etc/init.d/ispconfig_server restart

Then there is most likely a bug in your apache configuration which prevents that ispconfig can change the Vhosts_ispconfig.conf file.

Take a look into the directory where the Vhosts_ispconfig.conf file is, are there any copies of that file with a recent date added to the name? If yes, rename Vhosts_ispconfig.conf to e.g. Vhosts_ispconfig.conf:bak, then rename the latest Vhosts_ispconfig.conf which has a date appended to Vhosts_ispconfig.conf and then run:

    httpd -t

to see the apache error message which prevents the update on the Vhosts_ispconfig.conf file.

Do you get any errors when you run this command as root user:

    /root/ispconfig/php/php -q /root/ispconfig/scripts/writeconf.php
