is it a good or a bad idea ?
(we have 3 web server , 3 db server and 3 mail server )
Only if you somehow prevent those multiple instances of control panel from creating a mess in the database.
Till today mentioned clustered database (? or similar), which sound very compliated.

I won't do that. I've seen such setups and in the end, the administrators that set it up had to admit that they had more outages due to the added complexity of the setup that they would have without it.
ok so, panel on web1 (not on web2 or web3)
i drop the idea of dedicated a server (webmaster) for panel, because of cert. (let's encrypt) to push to this server. I have the solution (tested and ready to go) but i must use "incrond" and nfs to push certficates to webmaster panel.
Separate names with a comma.
