How/where can I disable the salutary email so that the system will not send out the welcome email when creating a new account (preferably command line)? Thank you.

You mean the email when creating a new mailbox? I don't think this is possible right now, though what might work as dirty solution is putting a custom welcome email in the conf-custom/mail folder which fails the command.
There is a feature request: https://git.ispconfig.org/ispconfig/ispconfig3/-/issues/1804

i see this has been implemented with a checkbox to enable/disable the welcome email for the entire server under Main/System Config -> Mail tab. however, with a default server/ISPConfig 3.2.3 install, if you do nothing but uncheck the Welcome box, it won't let you save the changes because the "Use SMTP to send system mails" checkbox is checked by default, but there's no SMTP port/user/password info entered. Should that Use SMTP checkbox be active by default, or should the Welcome checkbox be allowed with having to enter the other data? if the SMTP data is required, shouldn't that be populated during install? if not, what system account do you recommend putting in there to get that tab to save?

This always happens on this tab. The problem with pre-populating it is that it can cause other issues, so the user should always set it.
