Default Manage Apache Download Speed And Traffic Limits With mod_cband & centOS 4.4

Have tried to install mod_cband but at the ./configure stage i get the following

checking for an ANSI C-conforming const... yes
checking for apxs... no
checking for apxs2... no
configure: error: apxs missing
then make gives me this

Code:
make: *** No targets specified and no makefile found.  Stop.
yes i have done yum install httpd-devel but still no luck

anyone any ideas ?
