Exclamation PHP Functions

Would it be possible to disllow some php functions for different users?

I know you can disallow commands in the php.ini but that disables for everyone

Yes, you can set values that are normally defined globally in the php.ini file via the php_admin_flag and php_admin_value apache directives in the apache directives field of the website.
