Are you sure you upload to /var/www/web7/web and not to /var/www/web7?

What about the user quota? the main site can use 20Mb but if the admin user has only 1 mb (for example) you cant upload more than that..

Default The solution of the problem

Before:

[root@hostname web7]# /usr/sbin/repquota -avug | grep web7
web7_user +- 8764 5120 5120 3days 206 0 0
web7 -- 8796 20480 20480 215 0 0

After:

The problem is solved increasing the quota of adminsitrator user. I didnt understand the relation between the quota of the adminsitrador user and the size of the Web site

[root@hostname web]# /usr/sbin/repquota -avug | grep web7
web7_user -- 8792 20480 20480 206 0 0
web7 -- 7812 20480 20480 213 0 0

Thanks

Every file is owned by a user and a group. The groupquota is assigned to the website, the userquota is assigned to the users. If you upload files as admin user, they are owned by the admin user and the website group, if the quota for the admin user is too small, he cannot upload any new files.
