Default Charset problem FC5

Hello,

When i upload a html file with a good showing charset to my Fedora 5 web server with ispconfig. it is not showing right, it must be this: "Je rijdt gewoon even binnen"

and he is showing this:
“Je rijdt gewoon even binnen”

there are more examples. When i look in the shell of the server with nano there is also this “Je rijdt gewoon even binnen” and not this "Je rijdt gewoon even binnen"

I hope you understand my crappy english.

Thnx!
