Default FTP slow.. 3 hours for 4MB..

I have ISPConfig setup with the 'perfect Ubuntu 5.10 how to'. When I try to transfer files from my windows xp machine using IE 'ftp://myip' I can log in no problem with the 'web#_user' and 'password' but it takes forever to transfer files like 3 hours for 4MB..

'Passive Transfers' is enable in IE

In /home/admispconfig/ispconfig/lib/config.inc.php
$go_info["server"]["server_url"] = "https://www.yourdomain.com:81";
the IP is correct.

Anything else I could try?
