Default No Certificate-Recreation on Upgrade

It would be pretty nice, if setup would not recreate the ssl certificates on upgrades (but re-use the existing ones) ... Would take just a detection if it's an upgrade and of there are still certs at the right location... ... ;-)

Would be pretty happy if this is possible ;-)
