Default ISPconfig LAN without Internet

I am trying to consolidate several Gentoo and Opensuse old near dead laptops used as mail, web, and DNS serving several LAN's without Internet connection using ISPconfig on Debian 6 on single i686 laptop with 2GB ram that runs of a 12 volt truck battery as UPS.

The LAN consists of 7 domains with about 100 users.

The problem:
ISPconfig requests 2 existing internet DNS servers. These can not be provided.

Is there any way to configure Debian 6 / ISPconfig on a single box as DNS server to act as DNS server for several class C LAN's (196.168....)?

Tried using Gentoo (profile 13), but then can't get ISPconfig installed and configured. There is not enough RAM to support a VM.
