Default Modify/Force FTP passive ports

I am running Debian Squeeze on ISPConfig 3 perfect sever with nginx. I need to change pure-ftp passive ports to use a certain range to get this working properly with my firewall. I can't find the file to edit for pure-ftp?

Here is my Filezilla error: (Internal IP is 10.0.0.60, if I switch to Active FTP does work fine.)
