Default ruby

possible ispconfig could have the option too enable or disable ruby + ruby and rails in the future if ruby is installed on the system?

Maybe yes, but the question that should be discussed what the best way is to implement it and the sum of interested ppl.
As far as I know there is now module for apache, so there would only remain cgi, eventually fcgi.
