Default Spamfilter & Mail Filter

Hi all,
can someone tell me the differences between spamfilter and mailfilter?

Is possibile to disable spamfilter selection (non-paying, uncensored, etc) but still enabling mail filtering based on from/subject ?

spam filters try to asses if it's spam... mail filters will act upon certain criteria. E.g. you can use mail filters to put certain incoming mails into certain folders.

Ok, now it's clear.
But is possibile to totally disable spamfiltering and still mantaining mail filters?

I'm not talking about disable the spamfilter server side.
I would like to hide the select from the control panel.

Is this possibile or we have to hack the interface?
