Thumbs down Anon-FTP not creating user

I enable anonymous FTP in the control panel and no errors are displayed. When I try and FTP into the site, using user-name and Pass, works, but as anon. login fails.

in /etc/passwd there is an id for the sire admin, but not for the anon user.

Host OS is Ubuntu Dapper.

contents of /etc/proftpd.conf and proftpd_ispconfig.cong below:

Which distribution do you use? Any errors in your log files?
With what user do you have this problem?

Please try a regular FTP client such as WS_FTP, Smart-FTP, or gFTP instead of Internet Explorer.
Did you disable SELinux?
With what user do you have this problem?
