Default Pure-Ftpd doesn't read configuration

Hi,
I have a problem with pure-ftpd it doesn't read my configaration. I've changed Max Size upload for one user from 2000 MB to 3000MB and then restarted it. But when uploading file I have all the time error "250-1582866 Kbytes used (77%) - authorized: 2048000 Kb"

What's your distribution, and how exactly did you configure PureFTPd?
