Maybe your server has no utf8 locales installed or you use a different ispconfig version, the version that is required for the billing module is 3.0.3.3.

- i downloaded the attachment (mail 5.0/OS X Lion), uploaded via ssh and unzipped the content into /tmp (imagefile, noexec). php install.php installed everything correct -except for the umlauts etc.
- testing firefox 6.02 and safari 5.1, both have the same problem.
