"Options" Tab for "Reseller" is not shown

Hi there!

Probably an easy question: I've created a reseller-account for a web-designer but he's missing the "Options"-tab when editing a domain. So he is not able to set up custom apache directives or changes in his php.ini-files.

How can I activate this?

Please be aware that this would allow the reseller to take over every website of any other user or reseller on that server and to get access to all databases of all other websites. For that reason, the tab is only shown to the admin user.
