Is it possible to run .exe or .dll cgi scripts in httpd?
Anyway take a look:

what user/group have you define in the suexec paramter for this vhost?
and who is the owner of the hello_world.pl

save
chown -hR psw3_admin:web3 /var/www/web3/cgi-bin/
chmod 755 hello_world.pl
