Enable debug loglevel in ispconfig under system > server config, then wait about 15 minutes and check in ispconfig under monitor > system state > show system log if there are any warnings listed.

the monitor is full integrated into ISPC3, so if the monitor "hangs" the complete system hangs.
have a look at /usr/local/ispconfig/server/temp.
Is there any lock file in it.
If yes, delete it!
