Tools->Remoting->User give it:

This means that the current beta of the remoting framework has expired. We will release the next beta in a few days.

Can i writing apps for this tool? Or it always will be beta? I need web-registration for mail-users. It can be realized as that still?

Will this version expire? and if so, will there be any beta versions that don't expire or will we HAVE to purchase this if we wish to use it indefinitaley ?

There will be no non expiring beta versions. If you need an non expiring version, you will have to purchase the remoting plugin.
