Exclamation Deny command execution

Hello,
how can I deny certain user/group to use some commands? I need to limit the tar command, blocking unwanted extracting operations.

The safest solution might be to create jails for these users and then install just the allowd commands into the jails. A script to create jails for ssh users is e.g. jailkit:
