In the client form, you can set a username and password for this client. When a client logs into the controlpanel with this username and password, he can setup own FTP acoounts, email addresses etc if the number is below the limits of the website.
If you want unlimited Accounts, set the limit to -1
This is also described in the manuals

Not using the Web FTP
Dear friends,
I wish to setup ispconfig to allow my clients to invoke their favorite ftp client packs ,like ws_ftp.
I just tried to do that, yet I could not define any user name to pass the ftp server auth procedure.

You can use ISPConfig with any FTP Client you like.
Does the FTP with the included webFTP work? Usernames begin normally with web[ID]_[USER] where [ID] is the ID of the web and [USER] is the part you entered when you added the user in the controlpanel.

You can do this on the tab "User & Email" in ISPConfig. The usernames and passwords you define there are valid for email and ftp as well.
