Default Timewarner business Service

I am looking to go with timewarner business class, and they offer dns serivce and static IPs. I am wondering how would I tie this into my ISPs dns, and what I could do with this? would I just use time warners DNS serversDoes this mean I dont need goDaddy for website registering? I am new to the hosting area so forgive me for my lack of knowledge.

You still need GoDaddy to register domains, but if you don't want to use GoDaddy's DNS servers for your domains, you can use Timewarner's DNS servers.
