Default FTP - MaxInstances

Too often i can get this:

Mar 20 11:20:52 server1 proftpd[2471]: 127.0.0.1 - MaxInstances (20) reached, new connection denied

Ispconfig is running on FC12.
My station is debin 6 squeeze,i use filezilla for ftp client.My home router if pfsensev2 and i am nated,maybe this is problem i think.
How i can increase MaxInstances ?

Did you try both active and passive transfers in your FTP client?
