Default second user for DB

Hi , pls , I have little question.
client create new mysql db - all ok.
but for client is impossible create second user to his db.
what? is it security or bug?

example: user1 create over ispconfig3 db c1dbname and create user c1username , set passwd.
log to over this credentials to db ( example over phpmyadmin or app. mysql administrator ) and send command "create db user" , but answer is no right.

(debian lenny, ISP Config 3.0.3.2, multiserver )
thx ,
Petr

Neither nor. ISPConfig simply does not support more then one user per DB in its interface. But you can add additional users with phpmyadmin.

You have to use the mysql root user and not the user of the database.
