Php form for create customers in ISPConfig

I'm doing a final project course at my school and want to create a hosting with ISPConfig, I need to know if possible to the form to create clients without the administrator who believes and I say as I do or if anyone has an example if I could pass.

You can look at ISPConfig 3 API, but im not sure if it allows add clients and sites but take a look at it
