Dissallow IP Selection

I have added a second IP address to my server, one dedicated to a certain customer. How can I "hide" it from any other customers when they are setting up their site?

You can not ide it in the current ispconfig versions. If you need this feature, you should consider to make a feature request in the bugtracker.

Is there a way then, to not allow users to set up sites, but make it so the admin has to set them up?

Limit the number of sites in the client settings.
