We have used both ISPconfig 2 and 3, in lieu of a feature list I can tell you that both are excellent hosting software. ISPconfig 3 seems to be more centered on newer technology and I think it's obviously where ISPconfig is headed in the future.
We've used it since 2008 on all our servers to provide hosting to customers, and I can safely say that it more than meets any requirements. The only thing that seems to be lacking at the moment is bandwidth tracking/storage tracking/bandwidth quotas per site and mailbox, though I may have missed some more recent developments here.
