Can SSL and Authentication for SMTP be disabled for selected users?

Hi guys,

An ISP in my country blocks using private SMTP servers to send mails. It will only send it if SSL and Authentication is disable, they say is for spamming issues.

Is it possible to disable authentication and SSL on ISPconfig3 SMTP for specific user(s)?

This has to be set in the email client and not server. The server will accept connections with and without ssl.
