Default Changing the minimum required email length

Is there a way to change the minimun required email length from 4 to 3? I want to use email addys, such as jay, for users. Can this be done?

Do you mean the minimum length of usernames? Why don't you use email aliases? For example, you can have a user web1_someuser and give him the email alias jay.
