Default Certificate

hello, want to ask if someone here knows how to create an certificate so that i can use it with OOo.org. I want to create an certificate to do digital signs and i need to create it with windows. i have already searched but i have only found tutorials for linux. i need this for my OOo.org. maybe someone knows how to do..
