Default file uploads

After I renstalled my server and installed ispconfig, I uploaded my website.
In here is a PHP-script for uploading images (using enctype=multipart/form-data)

Now this isn't working anymore.
I have changed the settings in php.ini.
File uploads on and upload_tmp_dir commented out and no value for the standar setting.
All my other php stuff is working. Only the scripts for working with files.

So I think it has to do with permnissions and/or file-owners.

Is ther someone who could tell me how the settings should be?

I found it.
I thought the permissions must be execute for all, but it should be write for all.
