Default Client Web FTP and client web files

First let me say thanks to all in the forum for the time and sharing of information.

QUESTION:
Is ISPConfig under the clients tap Web FTP suppose to permitted a client to download a file from within their web space? If so, how is this performed?

If not, is there a way to implement it? Example would be nice.

If answer to above is all NO. This would be a great new feature. Some do not have ftp clients or understand the use.
