Default telnet says incorrect login

i am on vista. i am trying to telnet to a computer inside my network. i would use ssh but im in a secure network already. after i conect to the fedora 10 box from the vista pc i type in root as the login then the password and it says login incorrect. how ever the login is all correct. i tried a different account on the computer with the same result. any help?

Please use SSH instead of telnet. There's hardly any server anymore that offers telnet.
