Default Tips on "global" bandwidth management

Hello!
I'm building a little hosting control panel, and I want to know a little thing :
How do I control the global (FTP and Web) bandwidth of a website and his subdomains?

I'm building this control panel on Apache2 on Debian.

Thanks to all
