Default mail permisons

Hello
i installed SUSE 10.3 from the how to everything is working great but
i have a question, how can i make a user not to delete their mail
the mail has to be read by roundcube, download to outlook, bot only to be delete by me...

Not sure if this is possible as it will cause all kinds of permissions problems...
